This tutorial was created in PSP 9 but can be done in most versions.
Filters are not included with the supplies.

Open all of the supplies & minimize in PSP
Filters:
Filters Unlimited 2 (FF2)- VideoRave - Picture Chopper
dsb flux - Linear Transmission
Graphics Plus - Cross Shadow
Filter Factory A - Spotlight
Set up the Material Pallet
Background Color #646464 (medium dark)
Foreground Color # d3d3d3 (light)
Foreground Sunburst Gradient - Repeats 5/ Invert CHECKED/ H/V 100
Link center & focal points CHECKED
New - Transparent Image 600 x 450
Right Click on Layer Pallet - Select New Raster Layer from drop down menu
Flood Fill the New Raster Layer with the Sunbrust Gradient
Adjust - Blur - Gaussian 52.48
Effects - Plugins - FF2 - VideoRave- Picture Chopper 229/229/83
Effects- Edge Effects - Enhance
Effects - Plugins - dsb flux - Linear Transmission
30/10/100/ Horizontal Checked
Effects- Edge Effects - Enhance
Selections - Select All
Right Click on Layer Pallet - Promote Selection to Layer
Activate the mc1118 tube - Edit-Copy-Paste INTO Selection
Selections - Select None
With the Deform Tool Stretch the tube until it fills the entire layer
Adjuts - Hue and Saturation - Colorize
Hue 0 Saturation 0
Activate the hjr tube - Edit-Copy-Paste as a New Layer
With the Mover Tool, move it up until the tall building almost touches the top
(See completed tag for placement)
Adjust - Hue and Saturation -Colorize
Hue 0 Saturation 0
When satisfied with placement CLOSE the bottom two Layers
Right Click on Open Layer on Layer Pallet - Merge Visible
Open Raster Layer 1 & 2 by clicking on the Red X on the eye
Activate the Merged Layer setting the Opacity to 66 or setting of your choice to obtain the effect as demonstrated in the completed tag. The setting will depend upon the sharpness of your monitor.
Activate the mc2025 tube, Edit-Copy-Paste as a New Layer
Image - resize - 80% Bicubic - All Layers UNCHECKED
Place it on the lower right hand side, making sure the bottom of the tube rests on the bottom of the working image
Adjust - photofix - backlighting - strength set at 54
NOTE: if you are using PSP XI- Adjust - backlighting

Close off the top & bottom layers by clicking on the eye

Highlight the Merged layer - Merge Visible
The Layer Pallet should now look like this

Open all your Layers but keep the Merged Layer Active
Image - Resize - 80% Bicubic - All Layers UNCHECKED
Make sure there is no space between the bottom of the couples tube and the image
If there is space - move the couples tube down
Activate the Bottom (Raster 1) Layer by clicking on it
Flood Fill with the Sunbrust Gradient - same settings as before
Adjust - Blur - Gaussian 52.48
Effects - Plugins - dsb flux - Linear Transmission
30/ 10/100/ Horizontal Checked
Effects - Edge Effects - Enhance More
Activate the middle (Merged) Layer
Effects - 3D Effects - Drop Shadow V/H 3 Opacity 100 Blur 16.83 Color Black
Repeat Drop Shadow Once
Change the Foreground Color on the Material Pallet back to color from gradient
Activate the Bottom (Raster 1) Layer
Selections - Select All - Selections - Modify - Contract 10
Right Click on the Layer Pallet - Promote Selection to Layer
Zoom in and with the Air Brush Tool set on Size 388
Left Click to fill the selection with the foreground color
Selections - Modify - Contract 3
Press the Delete Key on your Keyboard
Effects - 3D Effects - Chisel - Size 2 - Transparent

Selections - Select None
Activate the Bottom (Raster 1) Layer
Effects - Plugins - Graphics Plus - Cross Shadow
First 6 settings @ 50 then 81 & 127
Image - Add Borders - 1 pixel- Symmetric - Foreground Color (medium dark)
Answer ok to popup screen
Selections - Select All
3D Effects - Chisel - Using the same settings you used before
Selections - Select None
Effects - Plugins - Filter Factory A - Spotlight
Settings 134 129 205 61 145 78
Add your watermark, resize by 90% Bicubic Increments (to prevent quality loss)
All Layers Checked to fit your project.
