This tutorial was created in PSP 10 but can be done in most versions.

Set up the Material Pallet
Foreground Color #798a99 (dark)
Background Color #bfc7d1 (light)

Foreground/Background Gradient
Sunburst (3rd style button)   Repeats 9  Horizontal 45 Vertical 100
Link center CHECKED

File - New - 500 pixels x 350 pixels - Transparent

With the Flood Fill Tool - fill with gradient
Effects – Plugins – MuRa’s Meister – Perspective Tiling
Settings  -31   0    0    100   0    0    0    100    255

Right Click on Layer Pallet - Duplicate
Right Click Layer Pallet – Duplicate LayerOn Duplicate Layer
Image resize 90% bicubic All Layers UNCHECKED

With the Airbrush Tool - Fill with the light color
Selections - Modify - Contract 15 pixels
With the Airbrush Tool - Fill with the dark color
Right Click on the Layer Pallet - Promote Selection to Layer

With the Airbrush Tool - Fill with light color

With the Pen Tool
Mode draw lines & polylines - Create On Vector Checked
Line Style Solid - Width 1.00 Anti-alias Checked

Zoom in to see placement
Holding down the Shift key - left click to draw with the dark color -
draw a line straight up from the bottom to meet the darker edge at the top

Release the Pen Tool.  Activate Pen Tool again, using the same settings, left click to draw with dark color Holding down the Shift key draw a straight line next to the first line up from the bottom to meet the darker edge at the top

 

Activate Raster Layer 1

Effects – Reflection Effects – Kaleidoscope
Settings 8   8   45   0   8   0   0   Reflect

Activate the Tubed by Monique Sunset Tube
Edit - Copy - Activate Vector Layer on the Layer Pallet - Paste as New Layer
On the Layer Pallet set the Opacity at 100 - Blend Mode Luminance L
Effects - Illumination Effects - Sunburst

Image Mirror

Move the Sunset Tube down and over to the left

Activate the ID Woman tube
Edit - Copy - Paste as New Layer
Place the tube on the right side of the image
See compelted tag for placment.
On the Layer Pallet - Set Opacity at 100 Blend Mode Luminance L
Effects - Plugins - Eye Candy 3.01 - Perspective Shadow
Settings  105   70    41   69   46   Shadow Color Black

If satisfied with Opacity, Blend Modes & tube placement

Image Add Borders - 2 Pixels Symmetric Dark Color

The completed image is too small for my project so for the fix I have added 100 pixels to both the width & height of the image when creating a File
File - New Transparent 600 pixels x 450 pixels
Selections - Select All
Activate the completed Image - Edit - Copy - Paste INTO SELECTION

Activate the btpearlstring tube
Edit - Copy - Paste as new Layer
With the Mover Tool move it to the left side of the frame
Set the Layer Opacity at 30 Blend Mode Luminance
